Sandbox Security/Notification/Admin System?

I'm looking for a security system that is a little more specific than the usual plain vanilla "keep XXX people out of my parcel" security systems. This may be beyond what can be done with standard scripting, but thought I would see if anyone has seen anything even close on the market yet.

- Identify/return prims created by specific avatars. (would help to minimize megaprims and griefer tools)

- Flag anyone that rezzes above a set prim limit (example if someone rezzes over 1000 prims = warn/notify/return after 3 mins, etc.)

- Panic button to help visitors notify admins and owner of potential griefers or problems.

- Email/IM support to facilitate communication and commands when offline.

I've been unable to locate one on XStreet or other locations. Just curious if this has already been done or if I need to set aside a chunk of time to create it myself.
