does anyone know how to make a script that can scan a region for avatars then display a drop down menu with the scanned avatars and have the user select an avatar to be sent a teleport request to its location or another x,y,z specified location and to also have a authorized user list

Only an agent (avatar) can offer a teleport request. I don't think that what you pant is possible to do. There are other ways like a teleporter hud you can offer to them and they select where they want to go.
