Need To Pay All In Range Who Touched A Prim

Need a device that folks can touch (they get a message that they are entered) If they go out of the designated range they are removed (or owner can touch and scan and have it remove folks not in range at that time). Owner or designated person can then have the prim pay out the pre-determined amount to all that are present and who's name is in the prim.
