My guess would be Naughty Designs. They've had a couple of their skins ripped, and turned into freebies, sold as "Skin starter kits" etc. So people mod them and resell them, many unaware that the base skin is stolen goods.
The lips and eyes remind me of the Naughty Designs "Haley" skins.
