Looking for Certain type of vendor script

Okay, So i own a graphic design/photography shop. I'm trying to find a good vendor that will use as a "Pickup Vendor" where basically they can pay the vendor to get there orders. I need it to do the following

*Only allow people with a certain name to buy the object (this way it can be unique to the person who ordered it)

* Notify Me that the person bought it Via IM or Email or whichever.


I have been hunting everywhere to try to find this, I'm horrible with scripts so i have NOOOO idea how to write it, So if somebody could make it for me that would rock!

P.S. I also might need a description on how to set it up

Do you also need it to serve as a regular vendor, or just as a personal pickup vendor?

I wrote one of these a few months ago and never did anything with it. I will look tonight to see if I can find it in that tarpit I call an inventory.
