Is this purely a matter of wanting to get some money? I can't fault the company for wanting money, if that is the sole reason for this restriction.
However, if the reason is to keep troublemakers with little accountability out of the forums, perhaps these new unverifieds could be given read only access to the forums.
This would help those who want to help themselves learn about building, scripting, and other content creation and income acquisition techniques and might thus help move them into land owning or renting status.
By the way, the F1 help info has an error about this, in the section on getting further help where it says;

This in no longer true for a large percentage of new users.

I based my post on the following message produced by the SL website when one does a fresh login to forums.secondlife.com.
You must log in to view the Second Life forums.
If you recieve this error after successfully logging in to other parts of the Second Life website, please make sure that:
You have logged in to Second Life at least once with your account.
You have valid payment info on file for your account, if your account was created after August 20, 2006. You can update your payment information here.

The way I read that you have to both log into the virtual world and have payment info on file in order to access the forums.
I have heard from people inworld who started recently who have no payment info on file that they can't access the forums.
Possibly I am getting this message when others aren't.
By the way, the word "receive" is spelled wrong in the messge. I before e except after c, unless it's like a as in neighbor or weigh. Except that in "science", it's i before e after c, and in reify, it's e before i when it's not a long a sound. So much for spelling rules.
