I'd really appreciate it if it could be explained exactly why some are able to use the new link (invalid emails) to get to the new questions page and some are directed to the Call Us page.

What makes the difference?

There are some extra security checks which help to further identify the account holder as being the actual person who owns the account. If those checks suggest there might be someone else trying to validate your account and change the password, then the web-based option won't work.
