Forgive me, as I am obviously new to second life.
However, I've exhaustively searched and pried through the wiki, user guide, this forum, countless faqs, and I've teleported nearly everywhere in this game. I still need an answer.
Where can I build objects and test out the development tools?
I'm a 3D/2D digital artist & aspiring game developer and I need to know where I am allowed to build.
I just want to use the modelling tools, mostly, and make objects.

The "Sandbox" sims are what you're looking for. There are two building areas in Morris, and all of the sims of Cordova, Goguen, Newcomb and "Island Sandbox" are set asside for you to build and script away.

Go to Find and type in Sandbox, there are many sandboxes around, some are no script tho, if your thinking about testing scripts. We have one in Slootsville, its not huge, but its fairly quiet  Or there is Morris, Island Sandbox and many more

Thank you. if you don't own land, you can build in the sandboxes: parts of morris cordova island sandbox newcomb goguen you can actually build anywhere the client doesn't display the red circle with the cube (top center of the menu bar). most people don't mind as long as you ask if they are there, or clean up after yourself if they aren't.

There are also "private" sandboxes that you can use. (By private I mean land owners let people build on their land. Most give a limit of a few hours to a day/half of a day before things are returned.) The Worx and TLC have nice small sandboxes that are relatively peaceful if the public sandboxes are a little overwhelming or loaded with litter.  Find will always be your friend. BTW, welcome to SL.

We get people dropping by to build on FairChang Island too. We don't have auto-return on,, I do it by hand.

Sandboxes are good, though there can be a lot of elbow-jostling there. You might also check out some of the various build competitions that not only give you an opportunity to build (meaning land and prims), but a challenge to help focus your learning. We have a week-long build contest wrapping up on Athena this weekend. Still lots of room for builders there.
