What happens to your land allowance if 2 512sqm plots are joined in group ownership to turn it into a bigger plot of land? Is each owner still only billed for the part he put into the group (ie each owner would be within his allowance) or do both have to start paying a premium because the total land surface is more than 512sqm?

No, each person is only billed for his own share of tier. If he has 512 in a premium account which costs $9.95 a month, he is billed just for that account, which has the 512 free. If he has a 1024 tier level of $5.00 plus the premium account fee of $9.95, he is just billed the same, with 512 donated to the group, and 512 left over.
If 10 people put together 512s to get 5120, they will get a 10 percent bonus of 512 -- an extra free tier to apply to another 512 m2 of land.
The game doesn't look at group land's total holdings. It looks at the total amount of land that each person individually holds and pays the tier on in his individual account.
When starting out, you have to be careful, that if you already own 512 of land, and have your free tier applied to it, you cannot add 512 to a group, until you have sold that first land, to free up the tier, OR paid $5 to move your tier level up to 1024.
