It's been missed, we all know that. Traffic bonuses made SL a worth while cause. Linden Labs took that away from the common SL player, but I propose that those of us who have given up $1250 and continually fork over $195 a month to run a sim should be given traffic and dwell bonus.
You guys make it hard enough by being down so often. We sim owners can hardly manage with as much down time as you force on us as it is. The least you can do after crippling so many people is to help out the ones who you have swindled away the most hard earned, unwisely invested cash and game time from.

You all know you want it back for everyone, but this would be a decent start LL. If it weren't for us, you wouldn't be afloat, and you hardly give us what we paid for (game time) as it is.

I've proposed it before.
Calculate the traffic payments using traffic by paying accounts only. Premium accounts, accounts that buy a certain minimum on Lindex, and maybe even accounts with "high enough" balances" and non-tiered "landowners" on estates would generate income. Free accounts, who can not be easily classified as "money earners" for Linden Labs (directly or indirectly), wouldn't earn money for landowners.
This does not penalize non-"paying" accounts, because the definition of "non-paying" doesn't map into anything that the landowner can reliably depend on to block access to their land. Someone listed as "no payment info used" could still own a quarter of a sim on an estate and be buying 20 bucks a month on Lindex... I know a lot of people like that. Hell, I used to be one.
Make the payments based simply and linearly on the paying visitors, without any of the old complex formulas, and without trying to calculate whether this person who owns 4096 square meters is more valuable than that person who just has first land. This simplifies LL's calculations and also makes it easier to understand.
Don't try and do anything special with groups to avoid kickbacks, because now we have a "group owner" the group owner can be treated like the landowner and simply not counted in his own "dwell traffic" as it's accumulated. This is, again, simpler for Linden Labs.
This would provide the same kind of incentive for good builds that the original system was meant to, without making it cost effective to pay for dwell: the vast majority of the campers out there are not paying accounts by any definition... they're just a load on the system.
