This would make life much harder for land extortionists who like to buy tiny plots of land, set up objects designed to annoy their neighbours (remember those impeach Bush signs or massive particle emitters), and sell the land for an exorbitant price It will also reduce billboards making the landscape a nicer place. It shouldn't hurt most people who are not extortionists as they usually own 128 or more land in sims where they own land. This wont hurt people who rent small pieces of land as their prim allocation comes from the owner who usually owns more than 128sqm in the sim. Or 'telehub' land? I just created a small plot that I'm using as the landing zone for p2p teleports to a small commercial area, which is divided into individual plots per store.
Granted these uses are limited/rare-ish, but I suspect that the money made from extortion so far could probably fund the purchase of 128 or bigger plots for further idiocy, not to mention the person in question quite publicly announced that he has too much money or some such. So I'm not sure if this would have the effect you're really looking for =(
I think the "block parcel" suggestion from a while back is still the best idea on this vein, ie you block a parcel and all items in it become invisible and phantom to you (for any overhanging onto other land) and if you fly onto the parcel you get moved to the other side of it.
