I know a lot of people see unverified accounts as the problem, but I dont think it has to be. The problem lies in people who do not care about the TOS they agreed to when signing up, or perhaps failed to read or understand them.
I propose a citizenship test, for all residents joining the grid from the removal of verification onwards. This could take the form of a booth area that you need to visit before you are able to:
a) edit, view and create scripts OR
b) have more than X lindens in your account OR
c) have more than X unattached objects rezzed in world at one time
These are suggestions, I appreciate there are logistics involved and I welcome other limitations or suggestions.
The test could be drawn from a bank of questions, at random, covering TOS, SL ettiquette and General Awareness, such as what to do when X happens.
This would mean each resident has a slightly different test, and those creating alts would (hopefully) be able to pass.
While this would not prevent griefing, it would complicate the issue of creating accounts purely for that purpose, and also help educate new SL residents on the way things should be done here.
I imagine that current residents may be able to contribute to the questions, and aid those who are new to find their way to becoming valuable members of our society.
