Why don't Estate Managers have total sim control?

As a Estate manager of a sim, i was unable to eject a griefer because I was not in the group the parcel was deeded to, but i was able to estate ban him. However the estate ban would not remove him from the sim. I had to restart the sim to get rid of him (and everybody else). I could not right click and eject this guy (was greyed out).

These are the following things that i think estate managers should have control over.
1. Right Clicking an avatar and choosing Eject/Ban, reguardless of parcel rights.
2. Right Clicking a prim and deleting/returning it, reguardless of parcel rights.
3. The ability to see and manipulate the parcels object listing (returning things and checking who owns what).
4. We used to be able to bypass the sim telehub with p2p teleportation. Now it only works if your already in the sim. My alt account is not a estate manager but is able to bypass it as a parcel officer. So why can't i? I always get sent to the telehub and have to TP again to get to where i wanted to go. :/
5. I believe a Estate Manager should have complete control of a sim without having to open the estate window. We should be flagged with full owner access of every parcel in the sim we manage. How are we suposed to keep the sim clean and grief free if we can't do anything? People depend on us!

A lot of this is feature suggestions.

You can kick someone from an estate:

World -> Region/Estate... -> Estate -> Kick User From Estate (bottom right corner).

Having this in the pie menu would be useful.

They it works now estate powers and parcel powers are separate, so while you can kick or ban from the estate, if you don't have the parcel powers you can't kick or ban from the parcel. I realize this isn't what you think should be the case - which is why most of this is feature suggestion. :)
