I realize this may cost some cash flow to the organization, but a land tier in between 1/2 region and full region (like 3/4 region) would make it a lot easier for people working their way up.
Its a big jump. The 1/2 region quickly fills up if you are doing any trading and also hold land large enough to provide sufficient prims for a business, but that huge gap between 1/2 and full region is harder to fill.
You really feel a bit ripped off paying for tier you aren't able to use - might encourage more people to invest in larger holdings.
