I believe that having the chat bubbles overwrite the ability to have the GUI Chat Popups show. Though I know you can have the chat history up, but it just takes up room on the interface where some HUD Object would reside, so why not have an option for both?
Have the ability to keep both chat bubbles and chat console popups, and keep the ability to have one or the other.
