Having recently started a new group, I already have some ideas that would make them more flexible and usable:

*) Allow more fine-grained control of membership. Currently you can make a group open or invite-only. If it's invite-only, only officers can invite. I'd like to be able to assign the ability for certain members to invite other users into the group as a recruiter, for example. It would also be nice to have the ability for any member to request an invite for a new member, pending approval from officers, similar to a vote. (i.e. a "recruiter" can automatically issue invites and those people join immediately. _Any_ member can offer an invite, but the invited user only joins if an authorized officer or recruiter approves it.)

*) Customizable Officer titles. Currently every officer has the same title. If you group is acting like a club, that means you can't assign President, Vice-president, etc. If each officer had its own title, group membership could act more like a traditional club. (At some point in the future, perhaps even different officers can be allowed authority of different stuff, like "Land Manager" or "Treasurer".)

*) The ability to promote a member to an officer. Aside from calling a vote, the only current way to promote members to officer, is to have them leave the group and re-invite them as officers. It would be nice to be able for an officer to immediately promote members to officer level.

*) Set "permanent" officer/creator. I have only just formed a group, so I might be wrong about this, but it looks to me like a vote can be called to remove an officer from the officer position, and then as a member, they can be removed from the group. I'd feel pretty bad if I formed a group and then got voted out of it for whatever reason... Does the group creator have any ability to keep from having his group taken out from under him?

Prokofy had some good ideas on changes in group policies similar to what you propose. You might want to do a seach in the forums for them.

Here is as except from one of Prokofy Neva's posts relevant to groups.

From: Prokofy Neva

What I would advocate is a changing of the group functions and a new perception of them as functions, not roles, and not types of groups. This way, anyone, whether a landlord setting up tenants, or a king setting up his serfs, or an artist setting up his collaborators, or a dom his subs, could use the group tools for whatever they like.

Here's the list of functions that would then be toggled:

o Founds Group, Pays $100
o Names Group
o Invites Members
o Expels Members
o Invites Officers
o Expels Officers
o Names Titles
o Pays Purchase Price of Land
o Pays Tier
o Names Land and Describes Land
o Puts Land in Find Places
o Sets Landing Point
o Returns Prims
o Parcels Land
o Sets Music/Video
o Sells Land
o Purchases Land
o Takes Land Out of Group
o Announces Events
o Makes Proposals for Votes
o Sends Group IMs
o Deeds Objects
o Collects and Distributes Income
o Collects and Distributes Dwell
o Terraforms and Landscapes

These 24 functions would be mixed and matched up by the founder or founders -- the first thing the original founder did if he wanted would be to click off the "founder" toggle for 2 other people or the "officer" or "member" title and then toggle every permission he'd like them to have. While it might seem some work at the beginning, it will be a huge boon for a club to be able to have members that can just return prims, or just set music, or just deed created objects, or have the full range of permissions if they wish.
