Solutions To Land For Sale Spam

Currently there are hundreds and hundreds of plots of land set for sale to insane prices like 99999999999999999999999. This spams up the Land For Sale Find window with plots that the owner never truely intends to sell at all. In order to make the LFS actualy useful again, we need to somehow prevent such listings from happening. So the question is, how do we do this?
One idea is to not allow the price to be higher than the largest L$ sum a person has. So if a person has 2,000,000 and is the highest anyone has, no one can set land above that.
Another idea (suggested by Lasivian), is to require people to pay for having their land listed in the LFS listings. Either a one time set price. Or a price that fluctuates based on the price of the land set. I.e. land set for sale of L$1500 would require you to pay L$150 to have it listed. This could either be a recurring fee or a one time fee.
Any other ideas?

considering in the current economy there is no more then 400 million lindens, it would be reasonable to limit the price to that. It would also be reasonable to set an upper limit per square foot. Charing people a fee would be a good solution.

Hmmm... well I'm concerned about someone broke who wants to sell their land and make some L$. Not quite sure how that would work, then.
This has given me a related idea, tho... paying a nominal fee (like L$10) to post events!

Careful with setting a max price per square meter... There can be valid sales at rather high per-meter values. I've sold some at 52/m2 recently.
In the land Find, setting a max L$ value filters out all the dregs...

There is a filter for land area and ceiling price. I dont buy much land ever, but I filter 512m > and <L$80,000. There should be a filter for price per meter to rule out the 512m plots listed at L$80,000 or L$156.30 a meter, but oh well.
As far as averages go, the question I guess would be how that is determined. Is it for land that is listed or actually sold?

Could possibly make it only apply to non-First Land... but that still doesn't help the long-time resident who is broke. The idea of nominal fees to post events is good, but again, what if a broke person is looking to make event money from dwell or some such? Averages I'd think would be determined on Land Sold, that would be like calculating the current market value, right? I also forgot, that the solution should also be applicable to the World Map. Or perhaps the World Map could be expanded to allow you to place filters on it as well. Such as bringing back the Land For Sale tab in it and adding more menu options that we have in Find. However that doesn't fix the problem of putting land for sale at despicably high prices. The most appealing idea to me is still charging a fee, but Torley's point kinda conflicts me. Setting a cap would be good, but then people would just put it as the cap instead of 999999, etc. That might not be bad though if it runs the risk of someone actualy buying it, which could detur them from doing so.

Do people with the super high prices not really want to sell ever or do they just want to haggle?
If they don't want to sell at all at any price what is the purpose in setting the land for sale?
If they are setting the land real high because they want to haggle, maybe having a "Make me an offer" option would solve the problem
The Land for Sale display could certainly have both a floor and a cap, user adjustable.

The Land for Sale display could certainly have both a floor and a cap, user adjustable. I'm not sure. But I don't see how "999999999999" says "Haggle with me.", I could be wrong though. Maybe some of them do. And I'm not sure why they do it, I guess to be on the Find or because they want it on the map or something. I've honestly never cared to ask anyone who has done it. A "make an offer" option would be interesting. I'd also like the option to put the land up for bid on a user auction, which LL never implemented unfortunatly.
