I did a search (with a lot of false positives, seems the search engine can't handle more than once word) and didn't find much (even less that was successful).
So, the idea.
SL needs some kind of justice system OTHER than the report abuse. Or rather, it should be a part of the Report Abuse function. I'm a little sketchy on the details (this only just occured to me), but we really need some kind of way to enforce things that are set up inworld and that can't be goverened byt e Lindens (such things like Casino game payout rates, instances where people don't get paid money they should (from such things as camping chairs, which I know people hate, but immage that you used one AND WEREN'T paid, or even something as simple as a bad vendor script that didn't give refunds for incorrect payments (I almost coded something like this, it had a money event with nothing in it for 2 days as it sat inword)).
This would probably need to involve some Lindens (who would act as the "final say," i.e. judge) and a "jury" of residents, picked at random from the active populous--and it would be a paid job just like real life, something that you can't get fired for if you should be a dancer, or hosting an event (some circumstances would allow the people to get out of "jury duty" as in real life).
It would also mean that in cases such where money is owed to someone, it can be forcefully taken (or the person having their account sent to the Corn Feild (or similar place) until they come up with the money voluntarily).
This would also work against griefers: report the abuse, the incident gets investigated, people get called into court, and they get tried. Penalties would encour if they don't show up, just like in real life (circumstances of not being able to to get inworld will need to be tollerated for both the defendant and the jury members--suggestion that additional jury members be selected in case some do not show up (jury members who do not show up would not get paid, extras who aren't needed should be paid for coming (less than participating) and they can either stick around or leave).
Punishments would be whatever is currently standard for the level of abuse caused, or a monetary dispensation (payment as subject to that above).
Court dates could either be immediate (TPing random online residents (jury) and defendant and prosecutor to the courthouse) or subject to a predeterminded date (making sure that everyone can make it, dates should be within a week IMO.
This process would also create a new job of being a lawyer in Second Life. Not to mention the possible creation of a SL Media (create videos of incidents of abuse (useable in the trial?) as well as videos of the trials themselves (SL TV?) and reporters who could do writeups on what happened (SL Newpaper?), in forming the public and causing an even better reason not to abuse people, crash sims, etc.: everyone would know about it and start banning you from their land, as well as not speaking to you and refusing you service and vendored products. Not to metion account suspention and legal fees. Though fees in theory could be avoided by never logging back in again, but I think LL could implement a way to prevent the user from registering another account entirely (instead of the $10 alt fee)--which in the end removes them as a citizen and prevents them from griefing (existing alts and workarounds for getting alts may still happen, but eventually they would be unable, or it would be too much effort, to aquire a new alt).
I think it can be done. It requires the cooperation of the residents of Second Life as well as Linden Labs to make it possible (as well as isolated sim-cells and possibly a Linded-only LSL function bool llCollectDebt(integer amount) (name and existence subject to suggestion)), but in the end we end up with a better Second Life.
