I would like to be able to lower prim allocation per sqm of land in some of my sims. This means I would like to be able to offer low lag sims with e.g. just half the prim allocation per sqm. I guess this should be fairly easy to implement as it only means to change one global variable in the sim.
More fancy but more complex to implement would be some way to allow sim owners distribute prims in one sim to land parcels. There could be one global prim pool in sim only accessible to the sim owner and one function that allows the sim owner to give or take prims from this pool to local prim pools on land parcels.

Until you get your feature wish granted:
Do what the Lindens do in the city sims, only allow prims to use half the land. At the very basic level, you could stripe the land with alternating parcels that allows object to live, or dissallow and return objects.
Or, you could get complex and make each renter's parcel consist of two parcels... one that would allow prims, and another that doesn't. The renter would have use of the full parcel space, but would need to keep prims linked to prims that live on the central parcel - thereby limiting the number of prims.
