Hover Tips should be set on by Default, newbs don't know to turn it on, if affects business not having hover tips on by default. Iam suggesting next patch to have that feature on by default.

If I remember correctly, it was turned off to ease database load, many patches ago.
And the last thing we want now is even more load on the unstable database.
But I agree with you on principle. SL just needs the capacity to handle it first.
