it is sunday morning the 19 of fed and the main grid is down... then why doesnt the Linden do something about the endless download/install loop that is plaguing the test grid and get it up and running so we can do something in SL.

I think this is a great idea - put the test grid up when the real grid is down for those the need a fix of SL. This might be good for business but probably technically impossible. I'd doubt the test grid can handle 5% of the load the real grid can so it would quickly become overloaded.
Bigger question... Why does the entire grid go down at once? This is a grid so parts should be able to work without other parts working - Like the phone system. Seems reliabilty could be massively improved if they rearchitected to allow greater independence of the parts of the system. Suppose the asset servers are main issue....
