Allow anyone to set their home location to any Infohub.
May this would help them get some use, and put some traffic back in the locale.

Especially useful if you've just fallen out with with the person / group who own the land that used to be your home location.

Also, when new users are on the Entry Islands, and ready to enter the main grid, offer them a choice of every Infohub to enter the main grid at.
