Attachment of objects you don't own

Instead of bringing up the error message "Script trying to attach to someone other than owner!". Make llAttachToAvatar work for other persons than the owner of the object. This will allow things like letting HUD attachments receive money. For example if you are at a store, instead of browsing through vendors you could use a HUD based vendor. This would mean that only the person that is browsing stuff would see the items and would relieve primstrain.
