Minimized window management

Currently, when a window in Second Life is minimized (like a script or notecard), the little bar goes to a preset position, which can interfere with seeing chat. Also, when the chat entry box is opened, it moves the little minimized bar up, but the bar never goes back down. There is no way to drag this bar, as when you click on any part of it the window opens again. I would like to be able to drag the bar around.
