I am a builder, scripter and parcel owner (mainland), I have been in SL for quite a while. Like many I think my skills are limited but I am learning new things all the time. I recently discovered the fantastic Torley Linden tutorials for instance.

What I would like to see;

Services offered by Lindens, chargeable of course, on the things that are a little advanced for me. Examples;

1. Land assessments, bad script, bad textures, bad builds. Detected and identified to the land owner.
2. One on one training, what do the available stats mean? ctrl-shift-1 for instance.
3. Priority service, if I cant walk due to lag I wnat a Linden there telling me why, now !

And my alltime favourite, restart permission to any parcel owner !!! Go on Lindens, give us the button, it would save you time in the long run.

Rant over, lol

Im not certain about this but I thought a 'restart' could only be applied to a whole sim and its something to do with the server the sim is on being rebooted. So Im not so sure about it being possible to restart parcels on sims/mainland.
The other things sound helpful, maybe you could train yourself up to supply these services for others if you think there is a demand.

Missing the point slightly or did you not bother to read the question?

Hmmm

Ok, I'm reading your original post (no "question" about restart perms, just a statement) and I think you're the one who doesn't understand.

The *ONLY* think I can think you mean is /restarting scripts./
