How about the ability to return or delete prims and linked items which are partially over your property?
This would not only benefit land owners, but also be beneficial to the Lindens because Liasons would no longer have to respond to calls to remove objects which are half on and half off people's property. It would also reduce the overall number of ARs.

This would require a major overhaul of how SL calculates object positions. As it works now, the root prim of an object is considered the centerpoint of that object. To do what you propose would require tracking every single prim individually, which has the potential to create a lot of server-side lag, and could break objects crossing sim boundaries if the calculations flake out.
Also, there are a lot of tasteful builds that make legitimate use of this ability (bridges, driveways, docks), and those would cease to exist if this were implemented. I personally feel that the advantages to this feature outweigh its disadvantages.

I don't think it would take a lot of server lag or cause a problem with bridges and other constructs if this calculation and operation was only done when the land owner of the encroached land focussed on one specific object and selected "return"... and the server *then* calculated the bounding box of each prim and allowed the action if there was an encroachment.
I'm not sure that this is automatically a good idea from a policy perspective, though I have to say it does sound attractive and might actually make some kinds of cooperative builds more palatable. But technically it shouldn't be a problem.
