Anchor points when resizing prims

I propose a way that when you resize a prim you can anchor one side and that side won't move as it's resized. For instance you resize your hair prims, you can anchor the skull side and shorten it and be done with it, not having to fuss around moving the prim back up, back in, all around as the side that was in the right spot moved when you resized the prim.
