Each region should have its own representative. Someone could volunteer themselves for a one year term...or if more than one person wants to do it - have elections.
The representative's responsibilities could include:
- Greeting new residents and welcoming them to the region
- Answering building/land use/membership questions
- Acting as guide to SL world at large
- Monitoring fires, problem residents, griefers
- Planning region events, get-togethers
- Acting as liason between Linden Labs and members
- Organizing shopping trips
- ????? whatever

I like the idea as a whole, but the main problem is motivating people to do it. I mean as it is, you could have region representatives right now if each region organised it themselves. It'd be great to have people with the right amount of enthusiasm to do it, any region which has/can/will do it I think could be quite a good one to be a part of.
If you want to make it widespread, I'd make it more than just a region though, as the population of a single region tends not to be that high. Would perhaps be interesting if the grid were divided into larger areas? Like a 3 x 3 square so there are more candidates for example.

When Noonkkot emerged from First Land a bunch of folks got together and set up a group for this purpose. I joined it and shortly thereafter found myself unexpectedly elected to the office you describe (and the sole "officer" in the group). I promptly passed the baton. This kind of job doesn't pay near enough to make it worthwhile.
