Property Lines that go up high to make it easy to keep your objects on your property.
I mean high up like a thousand meters or more.
Alternately, a method whereby your objects tell you if any portion of them extends outside your property lines.

I like this idea. Perhaps have it like... optionaly... you have a property line that surrounds your property all the way up, as you describe, and have the red line, but, when your camera goes outside of the red line, its engulfed in a red fog, visible enough to see through, but also visible enough to tell what prims are on which side.
Kinda like diping half an object in red water, but from the side.
Also perhaps making the walls actualy... tangable. Like a solid wall that the objects can't go through.

I also wish that owners could move or return stuff that hangs over their land by more than a foot or so.

Ditto  And, yes, it would be really nice to have a way to toggle between property lines on the surface and boundries that go up, up, up. It might also be helpful if we could toggle a kind of fog.. where our entire parcel is engulfed in a colored fog. Then we could look outside to see what is sticking through the fog.

This is a good suggestion. I built a particle system once that output a stream of particles just to solve this problem. But, it burned through a lot of particles while it ran because I had to set out multiple copies of the object along borders.
