There are some objects I made with textures in which look good, but would like to change the color... Bummer that I made the texture blue, and can't change the color without recreating the texture, unless of course there is a llSetHue() function, and of course with that belong a llGetHue() function.

This would require that all objects store a totally new texture property along with color, texture UUID, repeats-per-side, &c.
I do not support this feature suggestion.

It would be possible to procedurally change the color of a texture (No different than what you can do in photoshop) but it's not a feature that is likely to be added... Since you can always just DO it in Photoshop and re-upload. It has it's drawbacks and it's benefits, but they are too balanced to make this a good candidate. I upload a LOT of greyscale textures...

You don't need to recreate the texture. Just open it in photoshop, convert it to grayscale, convert back to RGB, resave, reupload. Should take you about 30 seconds  Alternately, open it in photoshop. Go to image/adjustments/hue&saturation, take saturation to 0. Save. Upload. Either way use tint to change the color in SL.
