I think it would be wonderful to be able to lower or raise an animation, when i am sitting or laying on the ground without the use of a poseball I float about a meter or so in the air. It is really annoying. So I would think maybe in the little box that comes up when you open an animation, the one with <play in world> <play local> on it, that woud allow you to set the animation to -5,-4,-3,-2,-1 or +1,2,3,4,5

This is a pretty good idea, and would go along well with the ability to modify all of an animation's properties (priority, loopage, expression, ease, etc.) AFTER we spend the money uploading it.
Only issue I see with this is the option not being allowed if the animation is No Modify. It might also cause some bizarre glitches while sitting/flying.

Hmm, I'm not sure why it would need to be an unmodifiable setting really, so no-modify should really still give you the option anyway, should also let you rename non-modifiable items but that's a different issue Really this is the fault of the animation designer not doing a very good job, or them designing the animation to be used within a poseball (ie you are not using it as it was intended). However, the ability to set an offset to the hips (centre point of animations) would be nice, especially if it did take effect when scripts such as animation over-riders are being used.

As a short (4ft) avatar, I find that almost all of the animations pop me below the floor. All those designers can't be so bad at what they do. If i design an anim that works perfectly on my little avatar, it doesn't line up when a tall avatar uses it. I think this is a good feature suggestion. Having the up and down (E and C) keys adjust the vertical offset would be most logical. I agree that mod/no mod setting should not affect this feature. This behavior would be similar to how you can rotate and walk forward and back while an anim is playing. Good idea. On Edit: Also, I agree with Fox, it would be a good idea to set the face expression, ease, loop, etc. as a properties setting rather than a one-shot deal at upload, especially to compensate for the "Spread Fingers" bug we experienced.

I've got a short av (4 to 5 feet?) and I find most animations in objects actually put me too high (such as dances). Never tried just playing them, as I've never bought animations.

Since animations on a character are run by a script or gesture, I would recommend adding the equivalent of "llSitTarget" to animations run from gestures and "llStartAnimation"... perhaps an "offset" in the gesture editor, and an "llAnimationOffset(vector off, rotation rot);" call in LSL.
