Convert sound files into mpg

From looking at the soundclips in my cache directory and noticing they are sent to the viewer in wav format, wouldnt it save both asset server time and client wait time to have these sounds compressed on upload, we already know the client can support mpg and im sure a 128kbps mpg is going to sound just as good as a 705kbps wav just aloottttt smaller

The sounds may be stored on the drive in a WAV wrapper, but I know they're tossed from server to client in the OGG format.
