All dialogs/windows should have adjustable size

Some dialogs (like texture preview) have grow boxes, and the size of the dialog can be easily changed.

Other dialogs (like Appearance) have a fixed size.

I would like to be able to change the size of each dialog or window. I don't even care if the change is not remembered next time I bring up that dialog -- as long as I can use my screen real estate however I like.
