I REALLY want to be able to change my cache directory, my C:\ drive barely has any space on it, so I'd like my cache to be directed towards my F:\drive

This would be really nice. While your at it, change all of the directories to be user defined.

I can't BELIEVE this isn't at least an option in a config file somewhere.

Good idea. I'll read through those right now.

well you can if your current file system supports reparse points. NTFS 5 supports it (i'm told so does many Linux & Unix file systems as that is where MS got the idea). Sometimes reparse points are called junctions or junction points.

A reparse point is an invisible shortcut from one folder to another; it's invisible in the sence that to any application that see the shortcut thinks it's a normal folder (unless it specificly asked the FS if it is a reparse point).

So how do you use this?
You will need a program that can make reparse points.

First delete the old cache folder.
Then make a folder where you want the cache to be.
then make a reparse point thats target is the new cache folder and have the shortcut end at the location of the old cache folder. don't forget to name it cache. After you have created the repares point you can't move or rename the target folder. If you want to rename it remove the reparse point and create a new one.
