All Caps message filter

My proposal is to put a new incoming 'all caps' text filter in the chat preferences tab to convert: to lower case incoming IM's (and, possibly chat bubbles, too) which contain all caps, (perhaps they can be converted with something like a C-language "ToLower()" case function).

Almost every group I join, I get 'loud' messages popping from someone ignoring taking off their Caps Lock key. Sometimes, the ding and scream pop can fill the entire screen or 5-lines and be enough to make my heart jump! I feel, it is more than just an annoyance, (to be overlooked) because it seems telling them to stop has little to no effect. Just because someone starts a group, does it mean they get the right to yell/stress at everyone in the group anytime for little reason?

(P.S. Yes, I've left groups because of this windbag or that loudmouths 'loud spam' before, then to miss out on some of the other reasons why I joined.)

If you join a group that announces events for a club or casino, yeah, they do tend to use caps to mark themselves as "hey I work here, I'm the announcer, so I'm using caps so you can tell me apart from the 5 billion other people trying to talk all at once". Granted I dunno that it's needed via IM, but it comes in handy when you're trying to listen for things via chat. Though for chat several have been using mic objects that change the color of their text because the object speaks for them. *heh*
