In the old beta/1.0 map, there was a yellow area named "Planned Expansion".
A lot of us enjoy living at the edge of the world. It's frustrating to live at the edge for a while and then watch new sims popping up, and new builds obscuring our view.
Please inform people of planned expansion areas. They could just be a vague yellow outline on the map indicating that the edge of the world in that area was not going to stay as the edge for an awful lot of time.

This would be a great idea, Eggy, except for one thing, the proliferation of a Supreme Land Speculator. (We all know who I am talking about). This will only allows that speculator to tighten the stranglehold they have on the SL land market!

If you look at the roads you can generally tell where further expansion is going to take place. :)

Even simpler at that, just look at where land touches the end of the world; if it's a sudden, cliff-faced dropoff, expect more sims to pop up there.

If there's water surrounding the edge, chances are they're halting expansion there for the time being.
