Non-Damage Enabled Weapons Testing Sim

I'm sure all of you have experienced the inevitable warning you get from liaisons for firing weapons in Cordova or the newer sand box, and have been told to go to Jessie or Rausch. The sims are great for testing combat, however are horrible if you are trying to just have fun with target practice, building or testing due to people that don't believe in controlling their trigger finger when they start picking off everyone in the sim.

What I propose is a sim exempt of the no weapons rule, and without the damage system enabled allowing relatively safe weapons testing and building without being sent back to a teleporter or being scolded for firing.

Why not jus set a quarter of Rausch to no damage? Easier and accomplishes the same thing with exising sims.

I would like to see a sim where the amount of damage given to the av pops up in a little bubble above the av. Because when creating complex bullets it's good to know when a collision has happened and that damage was take.
