Allow proposal authors to delete their own props

Look, I've made a couple of proposals which should die (see a few posts below re: clock). So if the author realizes it's a bad idea, he/she should be allowed to delete their prop and let whatever votes are already on it return to their owners. This should clean up some clutter, too.

Awesome Idea, Neptune! :)

At the worst case, if someone who voted for a deleted proposal still felt strongly enough about it - they could simply make a new one and add their votes to that.

I see no reason why this couldn't be implemented.

To build on this idea, if an author notes that someone else has created a similar proposal and wants to merge with it, the system should let them do that (and should notify the voters for the first proposal so they can opt whether to transfer their votes to the second). The old proposal should be retained or appended to the one being merged with, so no information is lost (including links to discussion).

Think what this would do for all the "rounded edges" props.... :D We might even get onto the first page.
