Limit push and rez by verified paypal?

Okay, the issue of non-verified accounts is ongoing, and I really hope they change this so that only accounts with valid paypal can get in.

However, I'm proposing to take this a set further, basically, when you register paypal, you can also get paypal verified, which requires a direct debit to your account and a few other steps before to ensure you are genuine.
What I'm suggesting basically is that throttles be placed on push and rez that are restrictive to accounts with paypal, who are unverified. Accounts who signed up during the lapse in LL's sanity should not be allowed to use pushes at all unless they switch to a Paypal account in their settings, or verify or whatever.

Users who attach a verified paypal account (opposed to just an ordinary paypal, the word verified is confusing me too here heh!) as verification, or who use a valid credit card that has not expired as verification instead/also, will have no restriction, as they are much easier to hold directly accountable and pursue legally. Whereas basic paypal accounts can still be spoofed if a griefer is determined to cause havoc, meanwhile the process of creating a verified PayPal account is more involved, and really is quite cleverly done to be almost perfect at determining your identity is as you say it is.

Anyway, the idea is then basically:

- Recent (unverified) accounts can't use push or rez object at all unless they use some verify option to confirm their identity (credit card or paypal)
- Verified accounts using ordinary paypal accounts have restrictions on push/rez. Nothing too harsh, enough to allow a slow machine gun or other weapon to fire if they REALLY want one, or to rez several things or code a fairly simple system that requires rezzing items. But not nearly enough for any major griefing to occur
- Verified accounts using verified paypal accounts have no restrictions (as it is at the moment). LL still can't fine users who do this method, but they can at least be more reasonably assured of being able to bring action against an account, as I believe PayPal has a clause regarding criminal use of a PayPal account.


Anyway, that's the idea, hopefully the two meanings of verified here aren't too confusing. It may be inconvenient for some, but the majority of well-meaning citizens shouldn't have any trouble with verifying their account(s). There is also a web-based system by which you can check the type of a paypal account eBay (yeah, yeah, paypal owners I know) and other auction sites are able to do this.

No point, now.

They're adding the ability of landowners to disable outside push on land, which will mean the end of pushers dropping in on someone's land and orbiting everyone. Griefers will still be able to use particle and noisemaker prims (like the ones I cleared off my land the other day).

There's no point in targeting the one griefer tool that's about to get effectively nerfed and leaving the rest wide open.

A PayPal account either have just a credit card attached to it (for basic payments), in which case under its PayPal type it will be marked as unverified.
However, if you go into the verify option, it will ask you to first set-up a direct debit, it then deposits two small amounts into your bank account that you enter to confirm you are the actual account owner.
It then also attempts to call the phone number in your details, giving you another code there which must also be entered.

I think there was another step but I've forgotten it, basically once you've done these things (it only took a short while to do, most was the waiting for the small payments to show on my bank account), it marks you as a verified PayPal user, as any attempt to then close the direct debit informs PayPal (that's part of the direct debit process iirc) so you can't just close it or anything like that.

As for the issue of pushes, I'm glad to hear they're going to do the no outside pushes flag, it's long overdue. But it still doesn't prevent all griefing, what if the throttle were on scripted objects as a whole? Would be enough for your average home-owner to set-up a security system, a TV and such, and for whatever scripts you may require on your avatar. But if a large number of scripted objects are being created by you, then they start having their scripts automatically disabled and you'd receive a message saying "You've exceeded your scripted object quota, for more information see the help section" or such, which would tell you about verifying your account.
