I don't know much about Scripting or even if this suggestion was made before..but what about an in script editor..that when..the said script is saved..something like Spell check goes off and searches in the script..possible key components of said script that could cause harm to the Grid? It would then enact in the script..a disable and said script could not be used in the future or in its' future incarnations till key parts were checked and corrected...But like I said..I don't know scripting..or programming..but this seems like a feature we could certainly use to prevent any future attacks on the grid..
Just my two cents worth.

Not sure it's possible. What's going on is a useful function (say, llRezObject() ) get trigged over and over. There's no reg-ex way to find out if a llRezObject call will be triggered repeatedly. (Or llPush, or whatever it is that Nukes use these days.)

/anything/ that throttles scripts in such an arbitrary way is bad.
