The required 44.1k sample rate for downloading sounds into SL is insane! I can't find any audio converter that converts to it, and who would want to anyway? I think that we need something more common and of higher quality in our world.

44.1k *sample rate* is standard CD rate. It's a pretty common standard for sampling.
You may be confusing sample rate with bit rate. The bit rate is a function of the compression algorithm, not the sound itself.

I'm ok with the rate, what I don't like is the 10 second allowance.
I don't want to upload massive mp3 files, but would like to have some samples which could be a minute long.
Would be happy to pay 30Ls for a 30 second uncut sample.
