In the Events Tab, put in categorized classified ads. like real classifieds, charge per character over a specified maximum, allow a resident to specify how long he wants the add to run, and then have a per day/week charge for each add. Some suggested categories?
Clothing, designers/stores
Furniture, designers/stores
Vehicles
Avatar Modifications
Land/Apartments For Rent
A Jobs Section, for DJ's, Builders, etc...
Specialty Items, for those things that just don't quite fit in the other categories.

Functionality - like under the places tab, be able to landmark/teleport to the adds land location.

Suggested costs? Same as listing your property in the Places Tab.

Hmmm, How do I set this?

Yeah, sound cool! But only if there is never any comparison shopping. The ability to price gouge should be defended at all costs! :-)

Or this defends the Free Market Economy to it's fullest extent.. Besides, your product will vary from another persons, and it's the purchaser who ultimately decides which is the better mousetrap ;)
