I know whom I put on mute. But how shall i know if the person put me on mute. Think of someone you angered one day, he put you on mute without warning. Next day, you calmed down and try to excuse for your behaivour. Of course you dont know that this person put you on mute, since you dont see it. I suggest a change there. A message that appears once you try to contact that person that says (I am sorry, but you are set on mute.) or something like that.
If you go to the mud/muck you can do such a page/whisper ignore, getting a message that this person put you on ignore. Such is missing here.

I wouldn't favor a passive list of who has someone on mute, as that's an invitation to griefers, but yes, it would be helpful to have an auto-responder.
A panhandler was bugging me in a sandbox one day and I put them on mute. A while later they flew over and were typing at me, and I really didn't want to seem rude, so I took them off mute, responded to their request with a polite denial, and they flew away. Perhaps if they'd gotten an auto-message letting them know they were on mute they would have gotten the hint earlier.
Possibly it should be like email vacation auto-responses, where it only sends the reply once per week to the same individual or something. No point in having the echo come back to one constantly if one is in a conversation with several people and one of the avs present has chosen to mute one. That seems a bit excessive.

The downside to this is that if a griefer can tell you have them muted, they will likely bring on an alt to continue. (Although you can just mute the alt, but that's a bit more work.) If they can't tell you have them muted, they'll follow you around spewing crap at you that you never see, all the while getting themselves banned from populated land they follow you through.

If you need to make peace with someone you pissed off, just attach a prim with some set text that says
"I'm sorry, Avatar! Be my friend!"
They'll be touched by the gesture.
