Separate checkboxes for scripting popup help and the rest of the tooltips

I'd like to have separate checkboxes that govern the appearance of scripting help and the rest of the tooltips.

I want to have all tooltips other than the scripting help turned off.

I don't need a tooltip message telling me that the build button lets me build and the fly button lets me fly. If I can't tell that the word Fly on the button means fly, seeing it repeated in the tooltip isn't going to increase my comprehension.

The slightly more obscure control elements for which tooltips might be of some value to some users such as the music control and the video control don't even have tooltips.

The client debug settings has an option for tooltip delay, which can be used to keep the tooltips from being too annoying, but if you use that then you lose your scripting tooltips.
