Additional parcel setting between Safe and Unsafe!

I'd like to request a middle setting for parcels that notifies people that guns are tolerated, but don't dish out damage. The reason is that I've seen friends being banned on their own territory for testing weapons. The current Safe/Unsafe system needs an additional mode.

And going to Unsafe regions is not an option, if you're trying to script/test a weapon. Getting teleported back everytime you're fixing things in the script editor, because some clown shot you, just isn't an option. Thus the middle setting, too.
