Today was another "Grid Attack!" day and LL had to take the Grid down to fix this new chaos. A lot of residents ask for the old registration system as you had to have a credit card to make a new account, so griefers cant just pop another alt and cause trouble, like IT IS now. There is already a feature request with a lot votes that goes this way.
In my opinion it is pity that cause some trouble makers a lot of people that dont have a credit card or dont want to use the own card for an account that is actually free cause they worry about a possible security issue, will not have the possibility to be part of the community. So here is a milder option that can help with the griefing chaos:
Anything owned by a resident with No Payment Info stored ( no credit card data stored in the LL database ) will have a limited script functionality to prevent griefing. The choice of the functions to limit is up to Linden Labs, but haves to make it impossible to use and/or create dangerous greifing tools like self replicating objects.
This will give people with No Payment Info stored the possibility to be still part of the community but stopping griefers to misuse this kind of accounts to cause big trouble and not being identified.

How about something a bit easier to implement. Turn off build functions entirely for accounts that have No Payment Info on File if the account is under 90 days old. But...to give the legitimate people that are interested in building in SL without payment info on file a taste of the system...make it to where this restriction does not apply in Linden sponsored sandbox regions. This way new accounts can sit down and experiment with the system AND they're given a reason to responsibly join the game if building is truely their interest and focus. The current system as it stands is like handing a disgruntled teenager an Improvised Munitions manual, a few pounds of fertilizer and the home address of his least favorite teacher.

I propose a simpler solution (I think). For those first 90 days, "no payment info" people make objects which regenerate energy at 1/8 the normal rate.
Also, make object replication (llRez*(string, vector, vector, rotation, integer) ) take 0.2 energy for everyone. Legitimate usage (high RoF weaponry, or mass shrapnel weapons aside) shouldn't burn through this quickly enough to be a problem. Also, the spawned object has half the energy of the parent to start. This should slow grey goo attacks immensely, and repeated calls to spawn new offspring without energy could trigger a "disable family" safety (parent to all children) to immediately shut down all of that object in the grid, requiring a restart of all scripts in the object. We as responsible programmers should be using llGetEnergy() anyhow.
This does pose a problem for high RoF weapons though, or legitimate high spawn rate devices (like avalanche generators), but this just seems like an ideal first step.

While technically possible, if you wanted to, on a spur of the moment thing, log in with a brand new alt and do something malicious, you couldn't with the 90 day limitation thing. After 90 days, you might even have forgotten you've got that alt.

If they done the equivelant to that when I signed up for SL a year ago, I wouldn't have signed up. Or gone premium 3 months later. Then it wouldn't have stopped people from using throwaway accounts as sock puppets, they go to the sandbox, build the object, upload the script, then drop copies on the secondary victims... as soon as one of them rezzes it into world the bomb goes off. The problem is NOT going to get fixed by making some users even *more* second class citizens. It will be fixed by not having untracable accounts at all. It doesn't matter so much how they do it, but they have to be able to block more than one account or computer at a time.
