Yet another anti-attack idea!

This is a fairly simple idea on how to prevent (or at least ease) grid attacks, inspired by the 1.9.1 preview. llRezObject could be modified to throttle rezzing based on the script's owner, not just sleeping the script, in much the way that llHTTPRequest (apparently) does. That would at least make it grow much slower, if a given av could only rez, say, 120 objects per minute, grid-wide, rather than a few thousand. It wouldn't completely prevent grid attacks like keep happening, but it would at least slow them down immensely, giving time to clean things up, and possibly crash the sims that they start out in before they get the chance to spread. (And yes, I do consider crashing a sim to keep most of the grid clean of self replicators a good solution)
