1) Allow a land owner to create an access list that allows non-land owners to set their TP home to his land. Its a pain in the ass to have to carry a group around just to do that.
2)
Either allow a land owner to control the number of prims available on a given subdivision. For instance, I have 12000 SQ M of land on periwinkle. I'd like to build some apartments and allow each tenant 100 prims for non-building structures such as furniture.

(Better option) Allow the landowner to selectively allocate a % of prims to an AV (maybe using the same system as 1 above) based off of the landowners total allocation for that sim
3) Award landowners n% MORE dwell for tenants. Note this could be abused but not if it was tied to 1 and still based on dwell (i.e. you actually had to be on the land, rather than just have your home set there).
Why I think we should do this:
a) It would control land prices because you wouldn't HAVE to have land to have a home
b) It would encouarge architecture by process of elimination - unlike RL, you ALWAYS have a chocie where you want to live in SL
c) It would allow new people who haven't been on for a while a way of experiencing some of the better land. In other words, I can charge a lot less for a small appartment on the beach at Maui than I could if I had to sell it as a 512M plot
d) I could see an opportunity for land developers with a lot of land to allow high-prim apartments that would cost a tenant more but would still be cheaper than buying the equivalent land.
