Concerning large parcels, auction some parcels that have a NO RESELL flag set. The owner can only release them back to auction, at which point the no resell flag goes away.
This way, land barons can buy their land at lower prices because they wont have to compete against developers. And developers can buy the large parcels they need without having to compete against someone who plans to divide the parcel up into smaller parts and resell it.
Does that fix the problem? It works for me
