I remember when I joined members could apply to LL for their 512 of land and thier plot was assigned to them by LL. That was a much better way as everyone's needs were met, the system was not gamed, and if people didn't like the plot they got they could sell it, but everyone got their land. For me it was very nice because since I joined at the same time as many of my friends we all had plots near eachother.
Anyway, I was wondering if LL would please consider returning to this way of getting people their first land since most people cannot be online 24/7 clicking a renew button to constantly search for the few plots you release.
also I was wondering if the shortage has anything to do with you trying to meet all the island orders you recieved before Nov. 15 and the lack of machines available to provide first land?

I believe that the old system is just as capable of being gamed by alts, and it would create more work for the Governor, but that's just my guess I will move the suggestion here and ask around the office what the Land Gurus think. I don't think the shortage is related to new island orders, but rather to a number of influencing factors, including the sometimes steep influx of new residents as SL gets unexpected press.

I deliberately searched for a special piece of first land.
Unlike a lot of others I wanted to try something special.
Most people want a flat parcel, but I found a steeply sloped parcel overlooking a valley and made a really nice raised patio in front of a small cabin (from Yadnies junkyard).
It turned out really nice and sold quickly.
I returned once while sorting landmarks and found that it was still there. The new owners replaced the furniture, but the patio and cabin was still there nestled among the trees.
Since then, I joined a group and got into scripting, but I still think fondly of that first parcel.

Some evidence here has suggested that the problem is due to the fact that First Land can be resold for a profit on a 1-month Premium membership. 1 month Premium Membership, immediately cancelled: (US$9.99) = (L$2697) - running total (L$2697) Premium Sign-up Bonus: L$1000 - running total (L$1697) 4 Premium Stipends: L$300 x 4 = L$1200 - running total (L$497) Cost of first land: (L$512) - running total (L$1009) Resell First Land at L$10/sqm = L$5120 - running total L$4111 Final total profit L$4111 = US$15 250% ROI, and all I need is a pre-paid credit card... where do I sign!?

Limit first land to one parcel per unique IP address or machine ID within a 60 day window.
If you have to buy a new ethernet card (and maybe set up a new cable service)for each first land:
COST:
$15.00 debit card that can be enabled for internet transactions: $18. Cheap ethernet card, in bulk: $5. Recovered $5.00 from debit card: ($5)
Total: $18.
Your time: buying ethernet cards, installing ethernet card, performing the transaction, removing it: 30 minutes.
GROSS RECEIPTS:
1 month premium bonus and stipend: L$2200 Buying and selling first land: L$3500-L$4500 depending on how long you wait, at current land prices. L$2500-L$3500 at average land prices over the past year. Total: L$5700 - L$7700, or $21-$28, at current prices; L$4700-L$5700, or $17-$21
NET PROFIT: $3-$10 currently. Net loss of $1.00 to a profit of $3.00 at more typical prices.
You can make more panhandling.
